Read China hospital grades as two separate pieces of information
In China hospital grades, tertiary Grade A is often shortened to sanjia. Tertiary describes the hospital’s functional tier. Under the 2025 assessment notice, this includes critical and complex cases, specialist services, technical innovation, training and support for primary facilities. Grade A is an assessment grade, rather than a national disease ranking. Keep the full Chinese institution name, campus and assessment decision together; a university affiliation, similar name or large building cannot establish a current grade. Hospitals with equal grades may serve different departmental needs. Send your question to the receiving service and ask whether it can offer the consultation you need.
Keep hospital assessment separate from a ranking
A grade concerns the institution within an administrative assessment system, rather than a numbered place in a national list. Hospitals with the same label can have different departments, appointment pathways and support arrangements. A profile helps you understand the institution; an appointment message answers the narrower question of your own visit. For a useful comparison, ask which team would review your records, whether it offers the service you need and how the next step is arranged. Request a written answer tied to your proposed visit and keep it with your notes.
Understand national and regional medical centres
For a national medical centre or national regional medical centre, keep the exact designation and named host institution together. These titles have a service system role, with standards, applications, evaluation and formal designation under the National Health Commission’s setting implementation plan. They belong to a different process from tertiary Grade A assessment. A regional designation does not automatically extend to every branch in an affiliated network, nor does it establish language support. Ask the institution at the campus you would visit about the relevant department and language arrangements, then record its answer with your enquiry.
Match a key clinical specialty to the named department
Key clinical specialty information is more specific than a hospital wide grade. Read which specialty, institution and project stage the document actually names. A construction project, a recommendation for selection and recognition after assessment are different descriptions. The historical Five Year Plan explains a construction and assessment pathway; it is useful for understanding the terms, not for producing a current list of recognised departments. Avoid extending one department’s designation to all services of the hospital. If your question concerns a subspecialty, ask how that subspecialty relates to the published department and which team would review your records before any travel decision.
Compare a hospital against the question you need answered
Begin with a short statement of your reason for consultation and any existing diagnosis. Add important investigation dates and your preferred language. For a second opinion, ask whether the team can review records first and what the review covers; for a first consultation, ask which department should receive the enquiry. Grades and titles cannot select a procedure. Your existing clinicians and the receiving team need to assess your individual situation, so keep treatment and travel decisions with that discussion. Send the relevant department your consultation question and records enquiry before making commitments.
Check the service details that institutional labels leave open
Before committing to travel, ask for the exact campus, department, appointment date and registration instructions. Tell staff which identity document you actually hold so they can explain the patient-record route; nationality alone cannot settle each step. Ask about language support during the consultation and for written reports. If a relative coordinates, agree who can receive updates and what consent is required. Take insurance acceptance, direct settlement and reimbursement eligibility to the hospital and insurer as separate questions about your policy and visit. Keep their answers with the appointment, ready for the person handling registration.
Keep a small record of what has been confirmed
Save the official notice URL, the hospital’s full Chinese name and the date you read the page. Separately retain the receiving team’s response about your service. A document issued years ago can explain terminology without confirming today’s appointment arrangements. When two pages differ, send the relevant wording to the hospital and ask which applies to the proposed visit. You do not need a large comparison spreadsheet: a short list of open questions is usually more useful. Mark a question resolved only when the answer identifies the institution and service you are actually considering, and keep unresolved points visible to accompanying relatives.
Find the assessment standard and the designation documents
Historical plans help distinguish project stages; for a current hospital or specialty status, look for that institution’s own decision. Start with the type of designation you want to understand.
Use the 2025 assessment notice, not a superseded standard
To check the assessment framework, open the National Health Commission notice dated 29 May 2025 and its linked 2025 tertiary hospital assessment standard, also reproduced by Fujian’s health commission. The 2022 standard and its implementation rules were repealed from issuance of that notice. Use the 2025 version for the framework, then look separately for a named hospital’s current assessment decision and save both records.
Find the formal designation rather than a construction announcement
For a centre title, find the formal notice naming its category and host institution. Under evaluation and designation in the attached setting procedure of the Commission’s 2019 implementation plan, the Commission grants the title and plaque by document after evaluation. That historical process distinguishes proposed construction from formal designation. Save the grant document and match the host institution to the hospital you are considering.
Distinguish a specialty construction project from recognition
Under result assessment in the 2021–2025 clinical specialty capacity plan, national projects had a three year construction period followed by recognition as a national key clinical specialty after qualifying review. Selection, construction and completed recognition are separate stages in that dated plan. When checking a specialty’s status in 2026, ask for its most recent recognition document and check the exact specialty name and decision.
Before comparing institutions
- Record the full Chinese hospital name and the proposed campus.
- Separate grade, centre designation and specialty recognition in your notes.
- Save the relevant official notice and its publication date.
- Ask which department can review the question and what records it needs.
- Confirm appointment, language arrangements and consent separately.
Common questions
Does tertiary Grade A mean the best hospital for my condition?
Use tertiary Grade A as institutional background, then ask the appropriate department about the fit of the consultation, available services and records needed for individual assessment. The grade alone cannot choose a hospital for your condition.
Is a national medical centre the same as a tertiary Grade A hospital?
They are different concepts. A centre designation has a defined category and host institution, while the hospital grade belongs to an assessment system. Verify each claim with its own document.
Does a key specialty project cover the whole hospital?
Read the actual named specialty and project stage. Do not extend one department’s designation to unrelated departments, every campus or an individual clinician’s outcomes.
Can an overseas Chinese reader use the same checklist?
Yes. The questions are about the actual document, service and patient identity record. They do not presume foreign citizenship or establish insurance eligibility. Confirm your own arrangements with the institution.
